Michael's response is thorough, however, he left out Blue Link :)
Blue Link provides BOTH cloud-based and on-premises ERP software with similar functionality to some of the software above such as NetSuite and Dynamics.

Oracle, Netsuite, SAP, Microsoft Dynamics (SL, GP, NAV, AX), and Intacct, to name a few. It also depends on how one defines "cloud." All Dynamics ERPs can be hosted in a data center, so some consider that the "cloud," but they're single-tenant, in other words, they only serve one customer. You can access them from a browser but they need to be upgraded the same way as traditional software--each instance of the software must be upgraded separately.
ERPs like Intacct are considered "true cloud" because it's web-based software that is multi-tenant. The web-based nature allows it to be one very large instance of the software that serves many customers. This allows for upgrades to be automatic and more frequent (an update is done once for all customers--and they choose when to turn them "on"--rather than individually for each customer) and is more economical since software development and maintenance are shared.
Rootstock needs to be considered in any SaaS evaluation. It is a complete and comprehensive ERP system built entirely on the SFDC Force platform. It has a rich history and is well-matched for Multi-division, Multi-plant, Lot/Serial control environments, and includes all Financial applications.
