The dollar signs represent a product's price relative to the other products in the report. 4 dollar signs means most expensive while 1 is cheapest. There is no fixed price range as it largely depends on the rest of the products in the report. For instance ERP solutions in general are much more expensive than Talent Management Software, so a single dollar symbol on the ERP report doesn't mean that it's the same price as one on the Talent Management report.

The dollar signs also indicate relative software tiers. For example, Blue Link ERP is a tier 2 package falling between introductory systems like QuickBooks Enterprise and larger systems like Infor ERP. It would likely be represented by 2 or possibly 3 dollar signs in the report.
