Hi, advice you to use Comindware Tracker. It is not free but the functionality and quality are more than better.And the price is reasonable. At first we hesitated but decided to try and  now we are fully satisfied with it. 

There are many solutions I've heard about but my favorite is Comindware Human resources solution. It is flexible, don't require huge resources and can be used by any organization (any industry and size).
