What ERP Actually Costs in Singapore (2026): The Prices Anyone Publishes

Last researched: 2 September 2026. Every figure below was read from the page cited, on that date, and is labelled by who published it: the vendor, a Singapore partner, or an agency making an estimate. Prices are in Singapore dollars where the publisher quotes them; US-dollar prices are shown as published, with our conversion at S$1.28 to the US dollar, the mid-market rate on 2 September 2026, marked as approximate. ERP pricing is negotiated, so treat every figure as a planning range rather than a quote. Where a figure could not be confirmed against a primary source, that is said plainly in the text rather than left unlabelled.
Most published ERP pricing for Singapore is a vendor’s “contact us” page or a round number with no source behind it. This guide breaks that pattern: every price below is one someone actually published, attributed to whoever published it, and dated. There are more real numbers on record than most buyers assume. Xero, Microsoft, Odoo, Zoho, ABSS and Deskera publish list prices outright; SAP Business One, Business Central and Sage 300 partners in Singapore publish per-user and package prices; two Singapore agencies published implementation ranges and five-year estimates in 2026. NetSuite, Synergix, HashMicro, S/4HANA and Oracle Fusion still won’t publish a number, so for those we give the best independent estimates and label them as estimates.
This guide covers subscription and licence prices, implementation, the five-year view, the Singapore-specific add-ons every budget needs, and what the PSG grant does to the numbers. It’s part of our Singapore ERP series: the Singapore ERP buyer’s guide covers fit, and the PSG guide covers the grant in detail.
Key takeaways
- Small-business accounting is cheap and public: Xero is S$39, S$70 and S$95 a month in Singapore; ABSS starts at S$349 a year; Odoo is US$24.90 a user a month on its discounted Standard plan.
- Mid-market ERP per-user prices are published by Singapore partners: SAP Business One cloud from S$61 to S$98 a user a month depending on the Axxis page and date; Business Central at US$80 to US$110 list, packaged from S$215 a month plus S$7,000 setup; Sage 300 cloud from S$58 to S$97 a concurrent user a month.
- NetSuite has no list price. Estimates put a 25-user Singapore SME at S$45,000 to S$65,000 a year in subscription, and full users at US$129 to US$199 a month after a 2025 increase.
- Implementation in Singapore runs from about S$15,000 for a simple SAP Business One or Odoo project to S$150,000 for a complex one, with NetSuite at S$30,000 to S$60,000 for an SME, on partner and agency figures.
- Five-year estimates for a 25-user SME, all from one June 2026 Singapore agency: Odoo S$100,000 to S$210,000; SAP Business One S$155,000 to S$185,000; NetSuite S$255,000 to S$385,000.
- Add payroll (from about S$22 a month for five employees), an InvoiceNow access point where not bundled, and, for eligible SMEs, subtract up to S$30,000 of PSG on a pre-approved package.

Three things in the table need unpacking. First, the two SAP Business One figures come from the same partner and both check out on direct verification, 3 September 2026: Axxis’s older pricing page, dated 31 July 2025, states cloud access “from SGD 98 per user/month”; its newer Singapore page, dated 11 August 2026, states “From $61 per user/month.” Both pages are still live. SAP Business One sells in Starter, Limited and Professional tiers, and the lower figure almost certainly reflects a Starter or Limited licence against the higher Professional one — but neither Axxis page names its tier, and the partner didn’t clarify when asked. Use S$61, the more recently updated page, as current, and confirm the tier before budgeting. Second, Deskera: its own pricing page, checked directly, quotes US$199 and US$249 a user a month with a five-user minimum and no Singapore-specific page or toggle — more than NetSuite’s per-user price. A competing vendor’s blog offers a rougher, unsourced S$200 to S$500 a month instead; that reads as an approximation, not a published Singapore rate. Use the vendor’s own US-dollar figure, converted at S$1.28. Third, Microsoft and Odoo are the only mid-market list prices in the table. Everything else is a partner package or an estimate — the normal state of ERP pricing, and the reason the implementation and five-year figures below carry more weight than any single per-user number.
What implementation costs in Singapore
Published figures thin out here, but there are enough on record to draw a real picture.
| System | Published implementation figure | Who published it, and when |
|---|---|---|
| Odoo | Basic S$5,000 to S$15,000; medium S$15,000 to S$50,000; large above S$50,000; customisation S$100 to S$200 an hour; training S$1,000 to S$5,000 | SerpentCS, Odoo partner, updated 13 November 2025 |
| Odoo | S$25,000 to S$60,000 for a 25-user SME; licensing S$15,000 to S$30,000 a year | Freemansland, agency estimate, 13 June 2026 |
| SAP Business One | Simple S$15,000 to S$25,000 (about a week); standard S$50,000 to S$75,000 (four to five weeks); complex S$100,000 to S$150,000 (about three months) | Axxis Consulting, SAP partner, updated 29 September 2025 |
| SAP Business One | S$15,000 to S$25,000 for a 25-user SME | Freemansland, agency estimate, 13 June 2026 |
| SAP Business One PSG packages | S$19,032 for three Starter users to S$54,140 for five Professional users on HANA cloud, all-in before grant | The World Management, SAP partner, checked 2 September 2026 |
| Business Central | Setup S$7,000 to S$17,000 within packages; service packs S$3,900 for 40 hours to S$10,800 for 120 hours; document customisation S$4,000 | Wiseed, Microsoft partner, updated 30 December 2025 |
| Business Central PSG packages | S$32,000 to S$55,000 before grant | Grantla quoting R Systems, grant consultancy, 22 April 2026 |
| NetSuite | S$30,000 to S$60,000 for a 25-user Singapore SME; US$25,000 to US$50,000 for five to twenty users and US$50,000 to US$150,000 for twenty to a hundred on a US guide | Freemansland, 13 June 2026; BrokenRubik, 24 August 2026 |
| Custom-built ERP | Build S$70,000 to S$130,000 plus S$12,000 to S$20,000 a year maintenance; another agency quotes S$50,000 to S$80,000 for lightweight, S$80,000 to S$150,000 for mid-complexity and S$150,000 to S$300,000 and up for enterprise builds | Freemansland, 13 June 2026; SleekDigital, agency, 2 April 2026 |

The pattern: a packaged mid-market implementation for a small Singapore company costs S$15,000 to S$25,000 and takes weeks; a real multi-department project costs S$50,000 to S$75,000 and takes a quarter; anything with manufacturing, several warehouses or heavy customisation costs S$100,000 and up and takes most of a year. AFON, which sells SAP Business One, Business Central and NetSuite, calls a three-week go-live the exception and recommends budgeting services at no less than one and a half times the software cost (AFON, partner). Our implementation guide covers the Singapore-specific workstreams that drive those hours.
The five-year view
Only one Singapore source publishes five-year totals for a like-for-like 25-user SME across several systems. Its figures, all estimates and all its own, are: Odoo S$100,000 to S$210,000; SAP Business One S$155,000 to S$185,000 before customisation; NetSuite S$255,000 to S$385,000 including S$30,000 to S$60,000 of implementation; and a custom-built system S$130,000 to S$230,000. Sage X3 is described without figures (Freemansland, agency estimate, 13 June 2026). Business Central is not in that set. On Wiseed’s average of about S$150 a user a month, 25 users runs roughly S$45,000 a year in licences and support; over five years, with a S$17,000 setup and some service packs, that lands around S$250,000. That figure is our own arithmetic on Wiseed’s published rate, not a source’s own five-year total — treat it as rougher than the Odoo, SAP Business One and NetSuite figures above, and confirm it with a partner quote before it goes into a budget.
Two forces move the five-year number more than the per-user price. The first is the renewal. NetSuite contracts are typically three years with an uplift at each renewal; the US guide reports year-two increases of 5% to 15% as typical and 20% to 40% jumps at years three to five where no cap was negotiated, and calls a 3% to 5% annual cap the highest-leverage term in the contract (BrokenRubik, 24 August 2026). Microsoft and Odoo move list prices publicly; Odoo’s discounted rate expires after twelve months. The second is modules. NetSuite prices Advanced Financials at about US$500 to US$1,000 a month, Advanced Inventory about US$500, manufacturing US$600 to US$2,000 and warehouse management US$1,000 to US$2,000, each a monthly line on top of users; Business Central Premium bundles manufacturing and service into the US$110 user price. Get every module priced separately so that one can be removed later.
The Singapore add-ons
Payroll. No global ERP in this guide handles Singapore payroll natively — every budget needs a local payroll product bolted on. Talenox charges S$4.36 an employee a month for payroll, with a minimum of S$21.80 for the first five employees, or S$7.63 for its full suite (Talenox, vendor, checked 2 September 2026). Payboy prices by module through a calculator, and JustLogin quotes on request from five employees (Payboy; JustLogin, vendors). Our payroll and CPF guide covers the products and the integrations.
InvoiceNow. Xero includes e-invoicing in its plans. For ERPs sold through partners, the Peppol connector and the access point are usually a line in the partner’s quote, and IMDA’s FAQ says access points charge by subscription or per document; one Singapore-registered provider’s Starter plan is $50 a month for 1,000 transactions, rising to $500 a month for 10,000 on its Enterprise plan, though its pricing page does not label the currency explicitly, confirmed by direct check 3 September 2026 (Billbay, vendor, checked 2 September 2026). IMDA’s 2026 transition grants pay S$1,000 or S$5,000 towards it, and several PSG packages now bundle InvoiceNow setup. Our InvoiceNow guide has the detail.
GST filing. Direct filing of the F5 to IRAS by API is included in Xero and in NetSuite’s Singapore localisation, and in some Business Central partner apps; where it is not, the return is keyed into myTax Portal from a report, which costs time rather than money. The GST guide explains which systems do which.
The grant. For a company registered in Singapore with at least 30% local shareholding and either turnover under S$100 million or fewer than 200 employees, the PSG pays up to 50% of a pre-approved package, capped at S$30,000 a year, applied for before any payment is made (Enterprise Singapore, checked 2 September 2026). SAP Business One, Business Central, Sage 300, Odoo, Synergix, HashMicro, Xero and the local accounting products are sold as pre-approved packages; NetSuite and the enterprise suites are not. Note that the grant is calculated on the package’s qualifying cost, which can be well below the invoice: The World Management’s S$54,140 SAP Business One package has a qualifying cost of S$15,600, so the grant is S$7,800, not S$27,000 (The World Management, partner). Enterprise Singapore has announced that the PSG, together with the EDG and MRA, will be merged into a new EDGE scheme launching in the second half of 2026; Enterprise Singapore’s own PSG page confirms that “EDGE launches in 2H2026” and that the existing grants “remain accessible until launch,” but does not publish EDGE’s support rate, caps or eligibility criteria, and no such terms had been published as at 3 September 2026 (Enterprise Singapore, checked 3 September 2026).
Three worked budgets
A 15-person services firm, single entity, no inventory. Xero Standard at S$70 a month is S$840 a year; Talenox payroll for 15 staff runs about S$65 a month, or S$785 a year; e-invoicing is included. Total: under S$2,000 a year. A PSG Xero package from an accounting firm, S$1,944 to S$4,402 after grant, covers setup and training. Nothing else in this guide is worth considering until the firm needs inventory, projects or a second entity.
A 25-user trading company with two warehouses, locally owned, S$20 million turnover. SAP Business One or Business Central, on the published figures. SAP Business One licences at S$800 to S$1,200 a user a year run S$20,000 to S$30,000, plus S$15,000 to S$25,000 to implement — a first year of S$35,000 to S$55,000 before the grant. Business Central at about S$150 a user a month runs S$45,000 a year plus S$17,000 setup, for S$62,000. Both qualify for the PSG on a pre-approved package, worth up to half the qualifying cost. Add payroll at about S$110 a month and an InvoiceNow connector. Five years: S$155,000 to S$185,000 on the SAP estimate, and our rough S$250,000 for Business Central, before the grant and before any renewal increase.
A S$60 million group with four entities in three countries. NetSuite is the fit. On the Singapore estimate: S$45,000 to S$65,000 a year in subscription, S$30,000 to S$60,000 to implement, S$255,000 to S$385,000 over five years, with modules on top and no grant. The highest-value negotiation is the renewal cap; the second is pricing each module separately. The EDG may fund up to half of a qualifying process-redesign project, assessed case by case. Our NetSuite in Singapore guide and the NetSuite vs Business Central comparison go deeper on this decision.
How to read any ERP quote
Separate the software from the services. A single “package” figure hides which part is negotiable. The vendor sets the subscription; the partner sets implementation, support and customisation — and that’s where the discounts live.
Get the renewal terms in the order form. A year-one price is just a marketing number if year four is uncapped.
Price every module separately. You need the total, and you need the ability to cut one later.
Ask what the PSG qualifying cost is — not what the grant “could be.” Half of S$15,600 is S$7,800, however large the invoice.
Add the Singapore lines. Payroll, the InvoiceNow connector and access point, and — if the system doesn’t file by API — the finance team’s time every quarter.
Frequently asked questions
What does ERP cost for a small business in Singapore?
Xero is S$39 to S$95 a month and Odoo US$24.90 a user a month on published prices. A packaged SAP Business One or Business Central deployment for a few users runs from about S$19,000 to S$55,000 in the first year before the PSG, on partner packages.
How much does NetSuite cost in Singapore?
Oracle does not publish prices. A Singapore agency’s 2026 estimate for a 25-user SME is S$45,000 to S$65,000 a year in subscription and S$255,000 to S$385,000 over five years including implementation.
What does implementation cost?
From about S$15,000 for a simple SAP Business One or Odoo project to S$100,000 to S$150,000 for a complex one, on Singapore partner figures; NetSuite at S$30,000 to S$60,000 for an SME.
Does the PSG cover ERP?
Yes, for pre-approved packages from listed partners, at up to 50% of the qualifying cost and up to S$30,000 a year, for eligible SMEs that apply before paying.
Why do the same system’s prices differ between pages?
Because most mid-market prices are partner packages rather than vendor list prices, and because licence types, hosting and dates differ. Always ask which licence type and what date a figure refers to.
