Exemption certificate management software collects resale and exemption certificates from your customers, checks them against state requirements, tracks expiration dates and links each valid certificate to the customer record your tax engine uses, so exempt sales stay exempt when an auditor asks for proof. Enterprise products from Avalara, Vertex, Sovos and Thomson Reuters are quoted privately, while several newer sales tax platforms (Anrok, TaxJar, Kintsugi, Numeral) publish plan prices that include some form of certificate management. Your real cost depends on how many exempt customers you have, how many states you sell into and whether you pay the vendor to chase certificates for you.

The four enterprise vendors sell certificate management as a separate module next to their tax engines and do not publish prices. The newer platforms bundle it into a sales tax subscription, so their entry price is visible but includes their calculation and filing service.

How we researched this

We read the pages ranking for this term, mostly vendor product pages and one vendor-written ranking; none compared published prices or cited state rules. We then read each vendor’s own product and pricing pages, the Streamlined Sales Tax Governing Board’s exemption form and service rules, and state regulations from California, Texas and Florida. Every vendor named here sells the product described. We have no commercial relationship with any of them.

The state rules the software has to apply

A resale certificate says the buyer will resell what it buys. An exemption certificate says the buyer or the use qualifies for an exemption, such as government, nonprofit, manufacturing or agricultural use. Each state decides which certificates it accepts, what they must contain, how long they last and when the seller is protected.

Streamlined Sales Tax states

The Streamlined Sales Tax Certificate of Exemption (Form F0003) is a single multistate form for the 24 states listed on it, including Georgia, Michigan, Minnesota, New Jersey, Ohio, Washington and Wisconsin (SSTGB, revised December 21, 2021). Under its instructions, you are not liable for tax if the buyer claims an exemption improperly, provided you received the fully completed certificate at the time of sale or within 90 days after it, you did not fraudulently fail to collect tax and you did not solicit customers to claim exemptions unlawfully.

A certificate without the single-purchase box checked is a blanket certificate that stays effective until cancelled, as long as purchases are no more than 12 months apart, unless a state allows longer. A signature is not required when the certificate is electronic. You generally do not have to verify the buyer’s ID number, but the form notes that Georgia requires the seller to verify it.

California

California Regulation 1668 requires a resale certificate to show the buyer’s signature, name, address and seller’s permit number (or the reason the buyer has none), a description of the property and a statement that it is purchased “for resale”. Wording such as “exempt” or “nontaxable” does not qualify (CDTFA, Regulation 1668, amended effective July 1, 2016). The certificate is timely if you receive it before billing, within your normal billing and payment cycle, or at or before delivery, and it stays in effect until the buyer revokes it in writing. A validation check limited to signature and date will miss the wording test.

Texas

Texas expects you to obtain the certificate at the time of the sale. Certificates obtained after the auditor begins work are subject to verification, and once the Comptroller gives written notice, which it does no earlier than the filing of a petition for redetermination or a refund claim, you have 90 days to deliver the certificates (34 Tex. Admin. Code § 3.287, amended effective April 26, 2022). Incomplete certificates are disallowed regardless of when you got them.

Florida and the MTC form

Florida issues Annual Resale Certificates that expire on December 31, and the Department of Revenue offers an online tool to verify them (Florida Department of Revenue, no date shown). Your software needs a yearly renewal cycle for those customers. The Multistate Tax Commission’s Uniform Sales and Use Tax Resale Certificate is another multistate option that 36 states have indicated can be used as a resale certificate, subject to state-specific requirements and limits (MTC, page modified September 2, 2026; form updated October 14, 2022).

Audit risk and why it sets your budget

An exempt sale without a valid certificate is usually treated as a taxable sale on which you failed to collect tax. You then owe the tax yourself, plus interest and possibly penalties, and you rarely can recover it from a customer years later.

As an illustration only: if an auditor finds $400,000 of exempt sales in a state with a 6% rate that lack valid certificates, the tax alone is $24,000 before interest and penalties.

Exempt volume also affects the cost of the free option. Sellers who qualify for free Certified Service Provider services in Streamlined member states can be charged for processing non-taxable transactions once those exceed 30% of the seller’s annual transactions in a member state (SSTGB, no date shown). A B2B seller whose customers are mostly resellers or exempt organizations can cross that line.

What drives the cost of certificate management

  • Number of exempt customers and certificates. Avalara’s Essentials tier caps storage at 1,000 certificate images, and Numeral’s free start covers 50 certificates.
  • States and markets. Anrok charges per market, and filing-based platforms charge per return or registration.
  • Order volume. TaxJar and TaxCloud price by order tiers.
  • Automation level. Automated renewal campaigns, AI validation and tax ID checks usually sit in higher tiers, as Avalara’s and Kintsugi’s tier lists show.
  • Managed services. Avalara, Vertex and Sovos all sell services where their staff chase and validate certificates.

Hidden and extra costs

Backlog migration. Your existing certificates sit in shared drives, email and the ERP. Someone has to import them, match them to customer IDs and flag the invalid ones. Avalara sells ECM Managed Services Pro for import and collection, and Numeral advertises bulk migration from other providers (Avalara, published August 3, 2026; Numeral, no date shown).

Tax engine dependency. Most products are built to apply exemptions through their own engine: AvaTax for Avalara, Sovos Tax Determination for CertManager and ONESOURCE Determination for Thomson Reuters. Avalara says ECM Pro and Premium can also run alongside a third-party tax engine. If you run a different engine, ask how the certificate status reaches your invoices and what that connector costs.

ERP connectors and implementation. Customer master data has to stay in sync between your ERP and the certificate system. Ask whether the connector is included or billed separately.

Internal time. Your AR or tax team still reviews rejected certificates and follows up with customers who ignore requests.

How to compare quotes

  1. Give each vendor the same profile: number of exempt customers, current certificates on file, states of nexus, annual invoice count and ERP.
  2. Ask which state rules the validation checks apply, and test with real cases such as a California certificate without “for resale” wording or an expired Florida annual certificate.
  3. Ask whether renewal campaigns and customer portal access are in the quoted tier or an upgrade.
  4. Separate software, managed services and implementation into distinct lines with their own terms.
  5. Ask for the cost at your expected volume in two years, since storage caps and order tiers trigger step increases.
  6. Confirm you can export all certificate images and data if you leave.

Vendor profiles

Avalara ECM

Avalara offers three published tiers with clear storage and renewal differences, a customer upload portal called CertExpress, OCR and AI checks and tax ID verification in supported states. It integrates directly with AvaTax. Prices are not published, and the 1,000-image cap on Essentials means growing sellers should price Pro from the start.

Vertex Certificate Center

Vertex provides a cloud repository with expiration tracking, email renewals and a self-service submission wizard for customers. Its Certificate Service adds outsourced collection and validation. Its product page does not detail validation rules or ERP connectors.

Sovos CertManager

CertManager covers email outreach, a self-service portal, bulk import and expiration monitoring, and it applies exemptions in Sovos Tax Determination only when a certificate is valid and unexpired (Sovos documentation, updated August 11, 2026). You can buy it as software only or with managed services. Its public pages do not name ERP connectors.

Thomson Reuters ONESOURCE Certificate Manager

ONESOURCE validates certificates against state-specific rules before acceptance and produces audit-ready reports, and it links to ONESOURCE Determination. Pricing is quoted only.

Anrok

Anrok includes certificate management in its published Starter plan at $100 per market per month, which makes costs easy to forecast for software and SaaS sellers in a few states. Costs rise quickly as you add markets, and the enhanced version is only in quoted plans.

TaxJar

TaxJar publishes order-tier pricing and lists exemption certificate storage in the Professional plan. The feature is described as storage, so check its collection and validation tools.

Kintsugi, Numeral, TaxCloud and Zamp

These platforms bundle certificate handling with calculation and filing. Kintsugi and Numeral publish per-filing prices, Numeral lets you start with 50 free certificates and TaxCloud publishes filing and audit support prices. Zamp quotes privately. Confirm which tier includes collection and renewal.

How much does exemption certificate management software cost?

What is the difference between a resale certificate and an exemption certificate?

A resale certificate states that the buyer will resell the goods, so tax is collected later from the final customer. An exemption certificate states that the buyer or the intended use qualifies for an exemption, such as a government entity, nonprofit or manufacturer. Many states and the Streamlined form use one document for both, with a reason code for each.

How long do I have to collect an exemption certificate?

Under the Streamlined Sales Tax form instructions, you are protected if you receive the completed certificate at the time of sale or within 90 days after it. Texas expects the certificate at the time of sale but gives you 90 days after the Comptroller’s written notice, which comes no earlier than a petition for redetermination or refund claim, to deliver missing ones. California accepts certificates received before billing, within the normal billing cycle or at delivery.

Do exemption certificates expire?

It depends on the state. California resale certificates stay in effect until revoked in writing, Streamlined blanket certificates remain valid while purchases are no more than 12 months apart, and Florida Annual Resale Certificates expire on December 31 each year. Good software stores a rule per state and triggers renewal requests automatically.

Can I manage exemption certificates in my ERP instead?

You can flag customers as exempt in most ERPs, but that does not store the document, check its contents or track renewal by state. If you have a small number of exempt customers in one or two states, a disciplined spreadsheet and document folder may be enough. As exempt customers and states grow, dedicated software reduces the chance of an unsupported exempt sale in an audit.
