Business Personal Property Tax Management Software

Last updated: October 8, 2026 · Independent buyer’s guide · We do not sell rankings or coverage.
Property tax management software for a multi-location business keeps one register of taxable assets by location, maps those assets to each assessor’s forms and depreciation rules, prepares the annual personal property renditions, tracks assessment notices and appeal windows, and records tax bills and payments. The main taxpayer-side products are Avalara Property Tax, CSC PTMS and Ryan’s OPT and itamlink, and each vendor also sells outsourced compliance services. None of them publishes a price. The deciding factors are how cleanly each product pulls data from your fixed asset register and keeps county forms current.
Key takeaways
- Personal property deadlines run from January (North Carolina) to May 15 (Indiana), with most states due between April 1 and April 30.
- Late-filing penalties are usually 10% of the tax, or 5% a month up to 25% in Florida and Washington.
- Texas now exempts $125,000 per location and Indiana $2,000,000 per county, but both can still require a filing to claim it.
- Many “property tax management software” lists rank tools built for county assessors, such as Tyler Technologies. Those do not prepare your renditions.
- The taxpayer-side vendors quote privately, so compare them on form coverage, asset mapping and managed-service options.
How business personal property tax compliance works
Most US states tax the tangible personal property a business owns on an assessment date, usually January 1. That covers furniture, computers, machinery, tools and equipment in each location. A rendition, also called a personal property return or listing, reports those assets with their acquisition year and original cost, and the assessor applies its own depreciation or trending tables to reach a taxable value. Avalara, which sells property tax software, notes that inventory and intangibles are generally not reported, and that fully depreciated assets and assets in storage still belong on the return (CPA Practice Advisor, May 17, 2023).
The Tax Foundation counts 14 states that broadly exempt tangible personal property, including Illinois, New York, Ohio, Pennsylvania and Wisconsin (Tax Foundation, April 29, 2025). Elsewhere the tax is “taxpayer active”: you itemize and file rather than wait for a bill, so an exemption only cuts the work if it removes the filing requirement.
The annual cycle has four stages: extract the January 1 asset register and assign each asset to a taxing jurisdiction, file the returns, review assessment notices and decide which to appeal, and validate and pay the bills.
Filing deadlines and penalties in selected states
Rules are set by state law but administered by counties, so confirm with the local assessor. We checked each source on October 8, 2026.
| State | Return and due date | Late-filing penalty | Exemption or appeal note |
|---|---|---|---|
| Texas | Rendition by April 15; a written request gives an extension to May 15, and the chief appraiser may add 15 days for good cause (Bexar Appraisal District, March 24, 2025) | 10% of the tax (City of Arlington, February 13, 2026) | $125,000 exemption per location; protest by May 15 or 30 days after the notice is mailed, whichever is later (Texas Comptroller, no date shown) |
| California | Form 571-L due April 1; penalty applies after 5 p.m. on May 7. Required if aggregate cost exceeds $100,000 or the assessor asks (San Bernardino County Assessor, no date shown) | 10% | Regular appeals filed July 2 to November 30 in Monterey County; the closing date varies by county (Monterey County, no date shown) |
| Florida | Form DR-405 due April 1 (Florida Department of Revenue, no date shown) | 5% of the tax per month, capped at 25%; 25% for not filing; 15% on unlisted property | $25,000 exemption, available only if the return is filed on time |
| Georgia | Returns accepted January 1 to April 1 in DeKalb County (DeKalb County, no date shown) | 10% on items not previously returned, if filed after April 1 (DeKalb County e-file portal, no date shown) | Appeal within 45 days of the assessment notice |
| Michigan | Form 632 due February 20 (City of Novi, no date shown) | Not stated on the city page | Small business exemption (Form 5076) if true cash value is under $180,000; late claims go to the March Board of Review |
| Indiana | Form 103 due May 15 (Allen County Assessor, no date shown) | Not stated on the county page | Exemption if total cost in the county is under $2,000,000, effective January 1, 2026 |
| North Carolina | Listing period January 1 to 31; Guilford County extensions ran to April 15, 2026 (paper) or May 15, 2026 (online) (Guilford County, no date shown) | 10%, plus 10% per year for property found unlisted | Extension must be requested by the end of the listing period |
| Washington | Listing due April 30 (Pierce County Assessor, no date shown) | 5% of the tax, plus 5% per additional month, capped at 25% (RCW 84.40.130, last amended in 2021) | Appeal by July 1 or within 30 days of the assessment mailing, whichever is later, according to Avalara |
Exemptions need tracking too. The Tarrant Appraisal District asks Texas businesses to file to certify they are under the $125,000 threshold and applies aggregation rules to related entities, and Indiana requires a new business to file once to claim its exemption. Your software should track exemption status by location and year, not just deadlines.
Where personal property compliance goes wrong
Ghost assets. Equipment that was scrapped, sold or moved but never retired in the fixed asset register keeps generating tax every year, because assessors value on original cost and acquisition year.
Wrong location codes. Registers often record cost center or legal entity rather than street address. A laptop pool booked to head office but used in branches in three counties makes four returns wrong.
Closed and opened locations. Avalara notes that a location closed after the January 1 assessment date is taxed for the full year because proration does not apply, and that you remain responsible for filing even if no form arrives (Avalara, April 25, 2023, last modified October 4, 2026). New locations are the reverse problem: no form arrives, no one files, and the county estimates a value and adds a penalty.
Missed appeal windows. Texas counts its 30 days from the date a notice is mailed, not delivered, and DeKalb County, Georgia, allows 45 days from the notice. If notices go to a store manager instead of the tax department, the window can close before you see them.
How software handles property tax management
Dedicated taxpayer-side platforms
Avalara Property Tax stores real and personal property data, notices, bills, payments and appeals in one cloud application. It provides current jurisdictional forms, helps with valuation, tracks due dates on an automated calendar, and extracts data from imported documents (Avalara, last modified May 18, 2026). The Returns Pro tier covers returns, due-date tracking and signature-ready forms. The Enterprise tier adds assessments with appeals support, a bills module, e-signature and third-party payment integration. Avalara publishes no form count and no property tax pricing.
CSC PTMS, from Corporation Service Company, prepares state and local personal property returns on facsimile forms, applies assessor depreciation tables, and flags transfers, acquisitions and disposals when you import the asset file (CSC, no date shown). It also covers real property parcels, appeal tracking with costs, and payment feeds to accounts payable. CSC lists industry solutions for manufacturing and heavy industry, state-assessed property, leased property and tax consultants. Its claim that customers save 78% of their property tax time has no published method, and it lists no prices.
Ryan OPT and itamlink. Ryan, a tax services firm, sells OPT for personal property classification, depreciation, reportability and filing workflows, and itamlink for real property assessments, appeals, payments and budgets (Ryan, no date shown; Ryan, December 2025). Ryan lists standard integrations with SAP, Oracle, Yardi and MRI. In 2022 Ryan bought Thomson Reuters’ ONESOURCE Property Tax and ONESOURCE Transfer Pricing product lines, a deal that brought more than 600 clients (Ryan, September 19, 2022). Ryan does not publish pricing.
Managed services
All three vendors also sell outsourced compliance. Avalara launched Property Tax Managed Services in August 2025 with fully managed, co-sourced and in-house options and bill payment through a partnership with Anybill (Avalara, August 22, 2025). If your team is one or two people, price the managed option alongside software alone.
Your ERP and fixed asset system
ERP fixed asset modules and depreciation tools are the data source, not the compliance engine. Bloomberg Tax Fixed Assets, for example, documents federal and state tax depreciation, Forms 4562 and 4797 and up to 99 books, but its product page does not describe personal property return preparation (Bloomberg Tax, last modified June 18, 2026). You need a clean extract with cost, in-service date, class and physical address. Our guide to fixed asset accounting software covers how those systems track asset location and disposals.
Government software that shows up in searches
Several “best property tax management software” lists rank Accela, Tyler Technologies, BS&A and similar tools (Gitnux, updated June 22, 2026). Those serve assessors and treasurers. Tyler’s Property Tax Management Pro, for instance, is billing and collections software (SoftwareOne Marketplace, no date shown). Remove them from a taxpayer shortlist.

What property tax software costs
None of the taxpayer-side vendors publishes property tax pricing. Avalara’s page prices only its sales tax plans, CSC shows none, and Ryan offers a demo request. Ask each vendor to price the same scope: last year’s personal property return count, your real property parcels, and whether bill payment and managed services are included. For general tax software budgets, see our breakdown of how much tax software costs.
The cost on the other side is staff time and penalties. Avalara cites its own research that businesses spend an average of 132 hours per week on personal property tax compliance tasks (CPA Practice Advisor, May 17, 2023). Avalara sells the software, and the article does not explain the sample, so treat that figure as directional.
Illustrative worked example
The figures in this example are an illustration, not data from a real company. A specialty retailer has 60 stores in Texas, Florida, California, Washington and North Carolina, plus an Indiana distribution center: about 61 returns due between late January and May 15.
Suppose the tax manager misses the Florida deadline for 10 stores by six weeks, and each store would owe $4,000 in tax. Florida charges 5% per month or part of a month, so two months late costs 10%, or $400 per store and $4,000 in total. The $25,000 exemption also depends on filing on time, which can raise the bill further. Now suppose an asset audit finds $500,000 of original cost in disposed fixtures still on the Texas returns. If the appraisal district’s schedule values that cost at 30% and the combined tax rate is 2.5%, the company overpays about $3,750 a year until someone retires those assets. Good software surfaces both errors before filing.
Our independent take
The three taxpayer-side vendors are closer in features than their marketing suggests, and none publishes a price. The real differences are in the data path and the service model. Test each one with your own January 1 asset extract and three of your hardest counties, and count the manual mapping fixes. We do not name an overall winner because the right choice depends on your asset volume, ERP and staffing.
Three buyer scenarios
A retailer with 200 leased stores. Your main risk is location churn. Prioritize change detection on asset import, exemption tracking by location, and a calendar that picks up new store openings. A co-sourced service can absorb the April peak.
A manufacturer with heavy equipment in a few counties. You file fewer returns, but each carries large values and appeal potential. Prioritize assessor depreciation tables, obsolescence support and appeal cost tracking. CSC targets this segment, so test it against the others.
A company with real estate and equipment on SAP or Oracle. You need one view of real and personal property bills for accruals. Prioritize a vendor with a documented integration to your ERP, bill import with validation, and payment feeds to accounts payable. If you run several legal entities, also check how the product handles entity ownership and Texas aggregation rules; our guide to multi-entity ERP accounting covers the entity setup side.
When you do not need dedicated software
If all your locations are in states that broadly exempt tangible personal property, such as Ohio, Pennsylvania or New York, you have no renditions to file. If you operate in a few counties and qualify for large exemptions, such as Indiana’s $2,000,000 threshold or Texas’s $125,000 per location, you may file once to claim the exemption and then have little ongoing work. A spreadsheet calendar, a fixed asset register with physical addresses and an annual adviser review are then usually enough. Dedicated software pays off as returns, appeal windows and asset moves multiply.
How we researched this
We reviewed the top search results for “property tax management software”, then checked each state rule against state agency, statute or county assessor pages and each product capability against the vendor’s own page. All sources were checked on October 8, 2026, and we note where a source sells property tax software. No vendor paid for or reviewed this guide.

Frequently asked questions
What is a business personal property rendition?
A rendition is the annual return that lists the tangible assets your business owns in a county on the assessment date, usually January 1. It reports each asset’s category, acquisition year and original cost. The assessor uses it to calculate taxable value, and late or missing renditions trigger penalties such as 10% of the tax in Texas.
When are business personal property tax returns due?
It depends on the state. Michigan wants Form 632 by February 20, California, Florida and Georgia about April 1, Texas April 15, Washington April 30 and Indiana May 15. Confirm the date with the local assessor, because counties can differ.
Do I have to file if my business is under the exemption threshold?
Often yes, at least once. Texas appraisal districts ask businesses to file to certify they are under the $125,000 threshold, and Indiana requires new businesses to file an initial return to claim the $2,000,000 exemption. Florida’s $25,000 exemption applies only if the return is filed on time.
What happened to ONESOURCE Property Tax?
Thomson Reuters sold the ONESOURCE Property Tax and Transfer Pricing product lines to Ryan in September 2022, a deal that brought Ryan more than 600 clients. Ryan’s current property tax software line is OPT for personal property and itamlink for real property, so ONESOURCE Property Tax users should ask Ryan about support and migration plans.
Can my ERP prepare personal property tax returns?
Generally not. ERP fixed asset modules hold the cost and in-service data but not county forms, assessor depreciation tables or appeal deadlines. Most companies export the register into a property tax platform or to a service provider.
