NetSuite Landed Cost: How to Set It Up and Allocate Freight and Duty

Last updated: October 8, 2026 · Independent guide · We do not sell rankings or coverage.
NetSuite landed cost is a native feature that adds freight, duty, insurance, brokerage and similar charges to the inventory value of the items you receive, so your cost of goods sold reflects what the stock really cost you. You turn the feature on, create landed cost categories that post to clearing accounts, mark items to track landed cost, and then allocate each charge on an item receipt or vendor bill by weight, quantity or value. This guide walks an administrator through the setup using Oracle’s documentation, then covers the limits that lead importers to add a SuiteApp.
For the general method (what to include, US customs fees and choosing an allocation basis), read our landed cost calculation guide.
Before you start
- Role: you need Administrator access, or a role that can change Enable Features and Accounting Preferences, because both screens are used below.
- Item weights: weight allocation needs a weight on every tracked item record.
- Advanced Receiving: check whether it is on, because it changes your source options (Step 6).
- Costing method: Oracle’s separate-bill examples do not apply to standard cost items (Oracle, no date shown).
- Optional SuiteApp: automatic estimates from templates (Estimated Landed Cost) need the Supply Chain Management SuiteApp, purchased through your account manager (Oracle, no date shown). Oracle does not publish its price.
The steps below follow Oracle’s checklist, Tracking Landed Cost for Items and Expenses.
Step 1: Enable the Landed Cost feature
Go to Setup > Company > Enable Features, open the Items & Inventory subtab, check Landed Cost and save (Oracle, no date shown).
Oracle’s setup checklist instead points to a Landed Cost box under the Inventory heading of Setup > Accounting > Preferences > Accounting Preferences. If you do not see the box on Enable Features in your release, look there.
Step 2: Create landed cost categories
Go to Setup > Accounting > Accounting Lists > New, click Cost Category, enter a name, set Cost Type to Landed and choose the Expense Account. The Landed option appears only after Step 1 (Oracle, no date shown).
The expense account is a holding account and is usually not a COGS account. When you allocate, NetSuite debits inventory asset and credits this account; the vendor bill for the charge debits it back to zero, and the cost reaches COGS only when the item is sold (Oracle, no date shown). A separate clearing account per category makes month-end reconciliation easier.
| Category (example) | Clearing account (example) | Method you might choose | Usual source document |
|---|---|---|---|
| Ocean or air freight | Freight clearing | Weight | Carrier or forwarder bill |
| Customs duty and tariffs | Duty clearing | Value | Broker invoice |
| Brokerage and customs fees | Brokerage clearing | Value or quantity | Broker invoice |
| Cargo insurance | Insurance clearing | Value | Insurer or forwarder bill |
Illustration only. Oracle suggests weight for freight and value for insurance; the other pairings are common practice, not NetSuite defaults.
Step 3: Mark items to track landed cost
Go to Lists > Accounting > Items, edit each inventory or assembly item, and check Track Landed Cost on the Purchasing/Inventory subtab. Serialized and lot numbered items are supported. An item that is not marked receives no allocation at all, even if it sits on the same receipt (Oracle, no date shown).
For a large catalog, use inline editing or a mass update, and fill in item weights at the same time.
Step 4: Create landed cost items for separate bills
A forwarder or broker bill has no inventory item, so it needs one before NetSuite can use it as a source. Create an item named for the charge, such as Freight or Duty, under Lists > Accounting > Items, and on the Accounting subtab set its Expense Account to the same clearing account as the matching category (Oracle, no date shown).
When you enter the forwarder’s bill, put the charge on the Items subtab with this item and fill in the Landed Cost Category column. The category decides which source list the bill appears in later. Put the container or house bill number in the Memo, which shows in the transaction picker (Oracle, no date shown).
Step 5: Decide between transaction-level and per-line allocation
Oracle notes that “a transaction can only allocate with one method at a time,” so by default you cannot allocate freight by weight and duty by value on the same receipt.
If you need that, turn on Setup > Accounting > Preferences > Accounting Preferences, Order Management subtab, Landed Cost Allocation per Line. New item receipts, vendor bills, checks and credit card charges then default to per-line entry, where you click the Landed Cost icon on each line and enter one or more categories and amounts. Once a transaction uses per-line entry, its Landed Cost subtab is no longer used (Oracle, no date shown).
Step 6: Allocate landed cost on the item receipt or vendor bill
On the item receipt or vendor bill, open the Landed Cost subtab, choose the Cost Allocation Method, then fill in the line for each category. Oracle documents these formulas (Oracle, no date shown):
| Method | How NetSuite calculates each eligible line | Watch for |
|---|---|---|
| Weight | Item weight ÷ total weight of eligible items × total landed cost | Error if any item lacks a weight |
| Quantity | Total landed cost ÷ number of eligible items × line quantity | Treats a cheap small unit like a heavy one |
| Value | Item value ÷ total value of eligible items × total landed cost | Spreads duty onto zero-duty lines too |
For each category, set the Source:
- Manual: type the amount. Use this for estimates and when one charge covers several receipts.
- This Transaction: sums the lines on the same bill or receipt tagged with that category. Oracle says this option is available only if you do not use Advanced Receiving.
- Other Transaction: pulls the amount from a separate vendor bill that carries a landed cost item for that category.
- Other Transaction (exclude tax): the same, with taxes stripped out. Under Legacy Tax, plain Other Transaction already excludes GST and VAT; under SuiteTax it includes all taxes, so pick the exclude-tax option if recoverable tax must stay out of inventory (Oracle, no date shown).
When you save, the allocation posts to inventory asset. In the inventory valuation report, landed cost lines show the category name and zero quantity (Oracle, no date shown).
Step 7: Handle freight and duty bills that arrive after receipt
Broker and forwarder invoices often arrive after the goods. Oracle’s documented approach is to enter an estimate on the receipt with Source set to Manual, then correct it when the bill comes in (Oracle, no date shown). You have two options:
- Summary bill: enter one bill for a period’s charges without a landed cost category, which debits the clearing account. Then edit each receipt and overwrite the manual amount with the actual figure.
- Single-shipment bill: enter the bill with a landed cost item and category, then edit the receipt, change Source to Other Transaction and select the bill. NetSuite pulls in the full bill amount.
Oracle states that if some of the items have already been sold, the costing on those fulfillments is updated to include the new value (Oracle, no date shown). Under the Advanced Receiving flow, the entire bill applies to one receipt; it cannot be partly applied, and a sourced bill cannot be split across several receipts. For a container split over several receipts, use Manual on each one (Oracle, no date shown).
Step 8 (optional): Set up Estimated Landed Cost templates
With the Supply Chain Management SuiteApp installed, go to Lists > Accounting > Landed Cost Templates > New. Each category in a template gets its own method (Weight, Quantity, Flat Amount or % Value) and cost factor (Oracle, no date shown). Assign templates to items and NetSuite applies the estimates on receipt.
Oracle lists limits: no support for checks, credit card charges, purchase orders received through inbound shipments or receipts from return authorizations, and each role needs Enable Estimated Landed Cost checked (Oracle, no date shown).
Common mistakes and how to fix them
- The bill does not appear in the Transaction list. The bill has no landed cost item, its line has the wrong category, or it is already allocated to another receipt. Fix the item and category on the bill and check for an earlier allocation.
- Clearing accounts do not net to zero at month end. Estimates were never trued up to the actual bills. Compare receipts with manual landed cost against bills in each clearing account, and correct the receipts.
- Weight allocation fails on save. An eligible item has no weight. Add weights by mass update.
- Duty lands on items that pay no duty. Value allocation spreads duty across every tracked line. Use per-line entry for duty with the amounts from the broker’s entry summary.
Limitations of native NetSuite landed cost
- Three methods only. Transaction-level allocation offers weight, quantity and value. There is no volume or cubic-meter basis, which matters for bulky, light goods in a container. A NetSuite Professionals community thread from June 27, 2022 shows users working around this with manual per-line entry or custom builds (NetSuite Professionals archive).
- One sourced bill, one receipt. A container received on five receipts needs manual amounts on each, which is where errors creep in.
- No customs logic. NetSuite does not classify goods or look up duty rates, as SixLakes Consulting, a NetSuite services firm, notes (SixLakes Consulting, July 12, 2026).
- Closed periods. Anchor Group, a NetSuite partner, writes that native landed cost cannot cleanly allocate back into closed periods (Anchor Group, September 17, 2026).
- Standard cost. Oracle’s separate-bill examples exclude standard cost items, and its standard cost example shows receipt price differences posting to variance accounts (Oracle, no date shown).
When companies add a third-party tool
Importers look beyond the native feature when one container spans many receipts, when they need volume allocation, or when duty must follow each line’s HTS rate. Options are Oracle’s own Supply Chain Management SuiteApp for template estimates, a partner-built SuiteApp, or a custom script from an implementation partner. As one example, ECOSIRE, which sells the product, describes a built-to-order add-on with a shipment record linking POs and receipts, volume and chargeable-weight allocation and per-line duty from HS code, at an indicative price “from $999.00 USD” subject to a scoped quote (ECOSIRE, no date shown).

How we researched this
We read Oracle’s NetSuite Applications Suite help pages on landed cost, cost categories, per-line allocation, taxation, the worked examples and Estimated Landed Cost on October 8, 2026. They show no publication date. We also reviewed top-ranking guides from NetSuite services firms (SixLakes Consulting, Anchor Group, Riveron, RSM and BrokenRubik) and NetSuite Professionals community threads. Where a partner guide conflicted with Oracle’s documentation, such as a claim of native volume allocation, we followed Oracle.

Frequently asked questions
Does NetSuite include landed cost in the standard license?
The core feature is turned on from Enable Features, and Oracle’s help lists no separate purchase for it. Estimated Landed Cost templates are different: Oracle says they come with the Supply Chain Management SuiteApp, which you purchase through your account manager.
Can NetSuite allocate landed cost by volume or cubic meters?
Not natively. The transaction-level methods are weight, quantity and value, and Estimated Landed Cost templates add flat amount and percent of value. For volume you calculate amounts outside NetSuite and enter them per line, or you use a SuiteApp or custom script.
How do I apply one freight bill to several item receipts?
Oracle’s documentation says a sourced landed cost bill can apply to only one item receipt. To spread one bill across several receipts, set Source to Manual on each receipt and enter that receipt’s share.
What happens if the items were already sold when the duty bill arrives?
Oracle states that when you update landed cost on a receipt after some items were sold, the costing on those fulfillments is updated to include the new value. If the period is closed, you need a separate process, such as accruing estimated duty before close.
