Avalara and NetSuite: Sales Tax Integration Setup and Common Errors

Last updated: November 4, 2026 · Independent guide · We do not sell rankings or coverage.
An Avalara NetSuite integration replaces NetSuite’s own tax rate lookup with Avalara’s AvaTax engine, which calculates sales tax on NetSuite transactions, including credit memos, validates addresses, and passes the results to Avalara for exemption handling and returns filing. Avalara sells two connectors: one for accounts on NetSuite’s legacy tax setup and one for accounts that have enabled SuiteTax. This guide walks through each setup step, the most common errors, and how the result compares with NetSuite’s free SuiteTax Engine.
Before you start
- Know your tax setup. Check whether SuiteTax is enabled on the Tax subtab of Setup > Company > Enable Features. That answer decides which Avalara connector you need (Oracle NetSuite Help, Enabling the SuiteTax Feature, no date shown).
- Edition. Avalara says its connectors support all SuiteSuccess editions and OneWorld, and that you can configure them for the whole organization or for selected subsidiaries (Avalara, Avalara for NetSuite, published April 6, 2026, modified June 4, 2026).
- An Avalara subscription on a 12-month agreement, with transaction allowances measured per year and no rollover (Avalara, AvaTax for NetSuite, modified June 4, 2026).
- Administrator access in NetSuite, and a sandbox account if you have one.
- A list of the states where you are registered. Our guide to economic nexus thresholds by state lists the sales and transaction tests for every state.
Step 1: Choose the legacy tax connector or the SuiteTax connector
Oracle’s list of SuiteTax partner engines includes “Avalara AvaTax for SuiteTax” alongside Vertex, Sovos, TaxJar, Anrok and others (Oracle NetSuite Help, Partner Tax Engines, no date shown).
If you are still on legacy tax, think carefully before switching to SuiteTax as part of this project. Oracle states that SuiteTax applies to the whole account rather than selected subsidiaries, that it “is a non-reversible feature,” and that taxable transactions are locked for creation and editing after enablement until you set up the tax engine on subsidiary tax registrations. If you are on legacy tax, the simpler path is to install the legacy connector and plan any SuiteTax move as a separate project.
On April 20, 2026 Avalara announced an AI SuiteApp that guides onboarding and configuration for users of its SuiteTax connector, with no published price or availability date (Avalara blog, April 20, 2026).
Step 2: Set up your company and nexus in Avalara
Before you connect NetSuite, create the company profile in your Avalara account and add each state where you have registered to collect. Avalara’s product page describes calculation based on geolocation, item taxability and tax rules. Oracle’s AvaTax documentation for its Commerce product says nexus jurisdictions tell AvaTax where and when to calculate and report tax, and that sales in jurisdictions you have not configured return zero tax (Oracle Commerce Cloud, Understand the AvaTax integration, no date shown). In OneWorld, decide now whether the connector covers the whole organization or selected subsidiaries.
Step 3: Install the SuiteApp
NetSuite installs bundles from Customization > SuiteBundler > Search & Install Bundles, and some SuiteApps install from the SuiteApp Marketplace instead (Oracle NetSuite Help, Installing a Bundle, no date shown). Search for Avalara and confirm the listing matches the connector you chose in Step 1. Concentrus, a NetSuite partner that sells implementation services, also warns that installing the OneWorld edition of the SuiteApp on a single-entity account, or the reverse, prevents the integration from activating correctly and requires a full reinstall (Concentrus, June 19, 2026).
Step 4: Connect NetSuite to Avalara and configure the connector
Anchor Group, a NetSuite partner, describes generating an AvaTax user code, signing in to Avalara to authenticate it, and then confirming in NetSuite that the Default Company Code field has filled in. If it stays empty, the connection has failed (Anchor Group, cited below).
Avalara says reliable rates need a complete address, or latitude and longitude for US transactions, so turn on address validation before go-live to catch bad ship-to addresses in testing.
Step 5: Set NetSuite tax preferences and customer defaults (legacy tax)
On legacy tax, NetSuite still needs its own preferences set so that transactions hand tax to the connector cleanly. US preferences live at Setup > Accounting > Taxes > Set Up Taxes (Oracle NetSuite Help, Setting U.S. Tax Preferences, no date shown). Review these settings:
- Per-Line Taxes on Transactions. When cleared, NetSuite applies one tax code to the whole transaction and hides shipping and handling tax fields.
- Items Default to Taxable and Customers Default to Taxable. If customers do not default to taxable, you mark them taxable with the Taxable box on the customer record.
- Default Tax Code. This field is required, and in OneWorld the page will not save if any nexus lacks a value.
Oracle notes that a customer in a US account without Advanced Taxes is treated as not taxable only when the Taxable box is cleared and the Tax Item field is blank. If the Tax Item field has a value, the tax lookup returns that value even when the Taxable box is cleared, and Oracle’s example is a Tax Item set to Avalara. Anchor Group describes creating a tax code named AVATAX at 0% and setting it as the Tax Item on the customer record, because Avalara calculates the actual rates (Anchor Group, a NetSuite partner, September 9, 2026). Existing tax codes are listed at Setup > Accounting > Taxes > Tax Codes (Oracle NetSuite Help, Creating Tax Codes, no date shown).
Step 6: Map items to Avalara tax codes
Item mapping is where most of the tax accuracy comes from. Avalara says products and services are mapped to Avalara tax codes to determine taxability. Every item, including service, shipping, discount and non-inventory items, should carry the most specific code that describes it. You can browse the full list in Avalara Tax Codes Search (no date shown).
Leave no item without a specific code, and pay particular attention to SaaS subscriptions, installation charges and freight lines.
For large catalogs, map items in groups by item type, then test one item from each group.
Step 7: Set up exemption certificates
Avalara says you can request, collect, validate and archive customer exemption certificates from within NetSuite, using its exemption product (sold as AvaTax Exemptions in its Core plans, which Avalara describes as a tool to record and manage tax-exempt customer data). If you instead clear the Taxable box and leave the Tax Item blank, Oracle says NetSuite treats the customer as not taxable, so the sale may never reach Avalara as a documented exempt sale.
Before go-live, load your existing certificates into Avalara, check expiry dates, and decide who in your team chases missing ones. Our guide to exemption certificate management software covers state resale certificate rules and what auditors look for.
Step 8: Test, commit and file returns
In sandbox, test a sale into a nexus state, a sale into a non-nexus state, an exempt customer, a mixed invoice with goods, services and freight, and a credit memo, which Avalara says AvaTax also calculates.
Then check the document status in Avalara. Avalara’s API documentation says: “Transactions that are committed are available to be reported to a tax authority by Avalara Managed Returns.” It adds that any change to a committed transaction generates a transaction history (Avalara AvaTax REST v2 Ruby SDK, commit_transaction, no date shown). Check which NetSuite transaction types your connector settings commit, and confirm that quote-stage documents such as estimates and sales orders do not.
If you buy Avalara’s Managed Returns, Avalara prepares, files and remits returns from the committed transactions. Each month before the cutoff, reconcile NetSuite’s tax by state to Avalara’s reports. A NetSuite saved search on invoice and credit memo tax amounts grouped by ship-to state is the usual starting point.
Common mistakes and how to fix them
| Symptom | Likely cause | Fix |
|---|---|---|
| Zero tax on a sale that should be taxed | No nexus for that state in Avalara, customer marked non-taxable, or the customer tax item is not the one the connector uses | Add the state in Avalara if you are registered; check the Taxable box and Tax Item on the customer |
| Services or freight taxed like goods | Item has no specific Avalara tax code | Map the item to a specific code and recalculate open orders |
| NetSuite tax total differs from Avalara reports | Transactions saved but not committed, or edited after commit | Check document status in Avalara; review commit settings for each transaction type |
| Tax calls fail or stop after working | Connection to Avalara dropped or credentials changed | Re-authenticate with a fresh AvaTax user code and confirm the Default Company Code field is filled in |
| Exempt sales missing from returns | Exempt customers set to non-taxable in NetSuite instead of exempt in Avalara | Keep the customer taxable and hold the certificate in Avalara |
Limitations of the native SuiteTax Engine
NetSuite’s alternative to Avalara is its own SuiteTax Engine, which Oracle says is free (Oracle NetSuite Help, General SuiteTax FAQ, no date shown). It supports ZIP+4 and origin- and destination-based tax determination, and adds US exemption certificates, item exemptions and item tax exceptions, which legacy tax does not offer because it supports only general level exemption (Oracle NetSuite Help, Differences between SuiteTax and Legacy Tax, no date shown). The gaps for a multi-state seller are in taxability depth and filing.
| Task | NetSuite SuiteTax Engine | AvaTax for NetSuite |
|---|---|---|
| Product taxability | General taxation only; for US nexuses you cannot set item-specific rates (SuiteTax Engine) | Item mapped to an Avalara tax code with state rules applied |
| Exemption certificates | Recorded at Setup > SuiteTax Engine > US Exemption Certificates with an optional attachment; no collection or validation described (Creating Exemption Certificates) | Request, collect, validate and archive |
| Returns | U.S. Sales Tax Reports SuiteApp builds workbooks under Reports > Tax > US Tax Reports and lets you pick a third-party filing partner; it describes reports, not filing (U.S. Sales Tax Reports) | Managed Returns prepares, files and remits |
| Cost | Free | Annual subscription; see below |
Oracle also lists Store Pickup as unsupported for the US in SuiteTax, cash basis tax reporting as unsupported with no workaround, and NetSuite Point of Sale and SuiteCommerce InStore as unsupported (Oracle NetSuite Help, Known Limitations of SuiteTax, no date shown). A seller with a simple catalog in a few states can run on the SuiteTax Engine and file manually.
What Avalara costs
Avalara’s pricing page lists Core Compliance at $79 per state per month or $799 per state per year, including AvaTax, Managed Returns and AvaTax Exemptions, and Core Compliance with SST Services at $69 per state per month (Avalara pricing, modified October 22, 2026). NetSuite does not appear in the integrations listed for the Core plans. Avalara says its quote-based Custom plan includes full access to all signed partner integrations. The SST option offers no-cost calculation, filing and remittance in up to 25 states for qualifying volunteer sellers, and only for SST-eligible transactions in participating states.
When companies add a different third-party tool
Oracle lists nine SuiteTax partner engines, including Vertex for SuiteTax, Sovos, TaxJar, Anrok (aimed at SaaS sellers) and Wolters Kluwer CCH SureTax. Each has its own connector, but the item mapping, exemption and commit decisions in this guide still apply. For a wider view of how NetSuite fits mid-sized companies, see our NetSuite review.
How we researched this
We read the ranking pages, mostly partner blogs from Anchor Group, Versich, Concentrus and SixLakes. None separates the legacy and SuiteTax connectors clearly, explains how exempt customers should be set up, or covers commit status and return reconciliation. We took NetSuite menu paths only from Oracle’s NetSuite Help Center, product capabilities and prices from Avalara’s pages, and used partner guides only where we label them. All sources were checked on November 4, 2026. This guide is general information, not tax advice for your company.

Frequently asked questions
Does Avalara work with NetSuite legacy tax or only SuiteTax?
Both. Avalara sells a NetSuite connector for any edition, including OneWorld, and a separate connector for accounts that have enabled SuiteTax. Install the one that matches your account’s tax setup.
Why is AvaTax charging tax on my services?
The service item probably has no specific Avalara tax code. Map it to the correct service code in Avalara Tax Codes Search and recalculate open transactions.
Should I uncheck Taxable for exempt customers in NetSuite?
Usually no. Keep the customer taxable and store the exemption certificate in Avalara, so the sale reaches Avalara and the certificate is on record there.
Why don’t my NetSuite tax totals match my Avalara returns?
Avalara Managed Returns reports committed transactions to tax authorities. Look for invoices that were saved but not committed, edited after commit, or created while the connection was down.
