NetSuite Planning and Budgeting (NSPB): Features, Pricing Model and Alternatives

Last updated: November 3, 2026 · Independent guide · We do not sell rankings or coverage.

NetSuite Planning and Budgeting (NSPB) is Oracle NetSuite’s add-on application for budgeting, forecasting and scenario planning. It runs on the Oracle EPM Cloud platform instead of inside the NetSuite ledger, and it pulls your accounts, dimensions and actuals from NetSuite through a sync SuiteApp. It is licensed separately from NetSuite ERP, and Oracle does not publish its price.

Definition: what NetSuite Planning and Budgeting is

Oracle’s documentation states that “NetSuite Enterprise Performance Management (EPM) is built on the Oracle EPM Cloud platform,” sharing its infrastructure, Smart View add-in and EPM Automate tooling (Oracle Help Center, page created August 1, 2025). Your FP&A team works in a second application with its own users and security.

The core business process, Planning and Budgeting Financials, covers revenue and gross margin, operating expenses, driver-based balance sheet planning using DSO, DIO and DPO, and full income statement, balance sheet and cash flow statements. It combines “driver-based, trend-based, and direct-input accounts” (NetSuite Help, Planning and Budgeting Financials Overview, no date shown).

Workforce planning. NetSuite says planners model headcount, salaries, bonuses, benefits and taxes for current and new employees with pre-built drivers, forms and dashboards (NetSuite, April 8, 2022). NetSuite Help, however, states that Planning and Budgeting “currently supports only the Financials module” and that a Workforce module is not currently available (NetSuite Help, no date shown), so confirm workforce planning in your service description.

Capex planning. NetSuite’s 2025 datasheet lists capital expenditures as something scenario models can calculate, together with revenue, headcount costs and cash flow (NetSuite datasheet, © 2025). Oracle EPM Planning itself has a dedicated Capital module for planning capital assets and capital expenses (Oracle EPM documentation, page created October 2, 2026). Current NetSuite documentation does not describe an NSPB capital module, so ask to see asset-level capex in a demo.

Example: a driver-based plan in NSPB (illustrative)

The figures below are an illustration for a distributor replacing a spreadsheet budget.

Plan line Driver Monthly result
Revenue 12,000 units × $85 average price $1,020,000
Warehouse salaries 3 new hires at $54,000 a year from July $13,500 from July
Benefits and payroll taxes 25% of new salaries $3,375 from July
Depreciation $240,000 racking, 5-year straight line from July $4,000 from July

If the warehouse opening slips to October, you change one start month and the salary, benefit and depreciation lines all move. In a spreadsheet, you would edit each formula and reload the budget.

How it is used in practice, and the alternatives

Integration. The Planning and Budgeting Sync SuiteApp extracts accounting data from NetSuite searches into the EPM application and requires the NetSuite EPM Connector SuiteApp (NetSuite release notes, August 2024 update).

Licensing and implementation. NetSuite sells NSPB as an add-on within an annual license priced on the core platform, optional modules and user count, plus a one-time implementation fee (NetSuite, no date shown). Setup starts with activating a Cloud EPM subscription and creating an EPM instance (Oracle Help Center, page created August 1, 2025). Two choices are permanent: you can map and rename existing dimensions only when you first enable Financials, and enabled features cannot be disabled. You can add up to three custom dimensions then or later (NetSuite Help, no date shown). Gurus Solutions, an NSPB implementer, says most projects take 8 to 16 weeks (Gurus Solutions, June 16, 2026).

Option NetSuite connection Published price Main limitation
Native NetSuite budgets Same ledger; CSV import or entry Included One amount per account and period; no drivers documented
NSPB Oracle sync SuiteApps Not published Separate EPM application; some setup choices are permanent
Workday Adaptive Planning Separately licensed NetSuite data source Not published Scheduled saved searches need a manually deployed script
Planful SuiteApp bundle and saved searches Not published No write-back to NetSuite documented

Native NetSuite budgets hold one amount per account per period, by customer, item, department, class, location or subsidiary, plus statistical accounts such as headcount. They do not control spending (NetSuite Help, no date shown). They feed the report described in our budget vs actual report guide.

Workday says Oracle ended Workday’s SuiteCloud Developer Network membership, so Adaptive Planning customers deploy a Workday-supplied script to schedule saved-search exports, with a 1,000 saved-search import limit (Workday, March 14, 2025; Workday, August 23, 2024). Planful loads segment hierarchies, exchange rates, GL and transaction data on a schedule (Planful Help, no date shown).

Frequently asked questions

Is NetSuite Planning and Budgeting included with NetSuite?

No. NetSuite sells it as an add-on with its own license and implementation fee. Native budgets and the Budget vs. Actual report work without it.

How much does NSPB cost?

Oracle does not publish a price. The license depends on your platform, modules and user count, so you need a quote from NetSuite or a partner.

Is NSPB the same as Oracle EPM Planning?

It runs on the same Oracle EPM Cloud platform and shares its administration guides and tools. NetSuite adds prebuilt Financials content and sync SuiteApps for NetSuite data.

Does NSPB do workforce planning?

NetSuite marketing describes headcount, salary, bonus, benefit and tax planning for existing employees and new hires, with plan-versus-actual headcount dashboards. NetSuite Help states that a Workforce module is not currently available and that Planning and Budgeting supports only the Financials module, so check your service description before you buy.
