NetSuite SuiteBilling: Subscription Plans, Usage Billing and Revenue Setup

Last updated: November 4, 2026 · Independent guide · We do not sell rankings or coverage.

NetSuite SuiteBilling is Oracle’s add-on module for subscription, usage and hybrid billing inside NetSuite. You build subscription plans that list what a customer can buy, price books that hold the prices, and subscriptions that combine the two for a customer’s billing account. Change orders handle mid-term changes, and rating and bill runs turn subscriptions and usage into invoices. Revenue recognition stays in Advanced Revenue Management (ARM), which creates one revenue element per subscription line.

How the SuiteBilling records fit together

Oracle describes SuiteBilling as features for selling services or non-inventory items over time, and states that it “isn’t for the sale of physical inventory items” (NetSuite Help, SuiteBilling Overview, no date shown).

Record What it holds
Subscription plan Items, line type (One Time, Recurring, Usage, Commit Plus Overage), in advance or in arrears, term and renewal defaults
Price book and price plans One price plan per plan line, by currency and charge frequency
Billing account Customer, currency, billing schedule and start date
Subscription and change orders The customer contract and every activation, price change, suspension, renewal or termination
Usage, charges and billing operations Usage quantities, rated charges, bill runs and credit memo runs

Licensing note: NetSuite sells an annual license of “core platform, optional modules and the number of users,” plus a one-time implementation fee, and says “SuiteBilling is available as an add-on module.” No price is published (NetSuite, What is NetSuite SuiteBilling?, no date shown; Oracle sells the product). See our NetSuite cost and fit analysis.

Before you start

Step 1: Set the required preferences

With Projects enabled, go to Setup > Accounting > Accounting Preferences, open Items/Transactions and check Consolidate Projects on Sales Transactions. Then go to Setup > Company > Enable Features, open Employees and clear Employee Commissions. Export commission data first from Reports > Commissions > Commission Overview Report (NetSuite Help, no date shown).

Step 2: Enable the SuiteBilling features

Go to Setup > Company > Enable Features, click Transactions and, under Billing, check Bill Costs to Customers, Advanced Billing, Charge-Based Billing, Billing Accounts, Billing Operations, Subscription Billing and Advanced Subscription Billing (NetSuite Help, Enabling SuiteBilling Features, no date shown). Optional boxes include Commit Plus Overage, Prepaid Usage with Drawdown and Uplift Pricing, which requires Time-Based Pricing.

Step 3: Set subscription and revenue preferences

Go to Setup > Accounting > Invoicing Preferences, Subscription Management subtab (NetSuite Help, Optional Preferences for SuiteBilling, no date shown). Decide on Create Delta Charges for Changes to Invoiced Service Periods (Oracle notes you “can’t turn off delta charges after the first delta charge is created”) and Request Credit Memo for Off-Cycle Change Orders.

Then go to Setup > Accounting > Accounting Preferences, General subtab, and decide on Create Revenue Elements for Subscription Revisions. When checked, each revision creates its own revenue arrangement with modification elements you can merge prospectively or retrospectively. Oracle warns: “After you set this preference, you can’t change it” (NetSuite Help, Optional Accounting Preference for ARM, no date shown).

Step 4: Create subscription items and map revenue rules

Go to Lists > Accounting > Items > New. Subscription items “must be either a non-inventory item or a service item for sale,” and non-inventory items need Can Be Fulfilled/Received cleared (NetSuite Help, Creating Items for Subscription Plans, no date shown). Create one item per line type and set the Revenue Recognition/Amortization subtab as Oracle specifies (NetSuite Help, Configuring Subscription Items for Revenue Recognition, no date shown):

Line type Revenue Recognition Rule Create Revenue Plans On Allocation Type
Recurring – Fixed, One-Time Default Fixed Recurring Fee Revenue Arrangement Creation Normal
Recurring – Adjustable (revisions preference cleared) Default Adjustable Recurring Fee Subscription Events Normal
Recurring – Adjustable (revisions preference checked) Default Fixed Recurring Fee Revenue Arrangement Creation Normal
Usage, Prepaid, Overage Default Usage Subscription Events Exclude

For a commitment, choose Default Fixed Recurring Fee to spread revenue evenly regardless of usage, Default Adjustable Recurring Fee to spread it by usage events, or Default Usage to recognize only as usage occurs. You can rename these rules but not change their settings (NetSuite Help, Revenue Recognition Rules for SuiteBilling, no date shown).

Step 5: Build subscription plans

Go to Lists > Subscriptions > Subscription Plans > New and choose an Initial Term: Standard, Custom or Evergreen. For Evergreen, “Revenue stops after three years unless you set up automatic invoicing to extend revenue recognition.” On the Lines subtab, add each item with its Type, Mode (In Advance or In Arrears), Required flag and proration boxes, then set the Renewal subtab (NetSuite Help, Creating Subscription Plans, no date shown).

Step 6: Create price books and price plans

After saving the plan, click New Price Book on the Price Books subtab, choose a currency, and create a price plan for every line. Set Charge Frequency, Repeat Every and Prorate By, and use Actions > Make Copy for other currencies or cadences (NetSuite Help, Creating Price Books, no date shown). Each price plan is Tiered or Volume, with a Rate or Fixed Amount pricing option, and optional Minimum Amount and Maximum Amount per period (NetSuite Help, Creating Price Plans, no date shown).

Illustration: 25 seats priced at $100 for seats 1 to 10 and $90 for seats 11 to 25. Tiered pricing charges 10 × $100 plus 15 × $90, or $2,350. Volume pricing charges all 25 at $90, or $2,250.

Step 7: Create billing accounts

Go to Lists > Relationships > Billing Accounts > New and set the customer, currency, Billing Schedule and Start Date. Subscriptions on one billing account produce one invoice on its schedule, and usage and overage must bill in arrears (NetSuite Help, Creating Billing Accounts, no date shown).

Step 8: Create and activate subscriptions

On an opportunity, estimate or sales order, choose Items > Subscription, then New and select the billing account before the plan (NetSuite Help, Creating a Subscription from a Transaction, no date shown). To activate, go to Transactions > Subscriptions > Create Subscriptions > List, open the subscription, click Activate, check Apply on lines in Pending Activation and save. “Revenue plans aren’t generated until activation” (NetSuite Help, Activating a Subscription, no date shown).

Step 9: Import usage

For single records, use Transactions > Subscriptions > Create Usage (NetSuite Help, Creating Usage Records, no date shown). For volume, use Setup > Import/Export > Import Tasks > Import CSV Records with the Transactions import type and Usage record type. Subscription, Quantity and Usage Date are required, and a unique External ID is preferred (NetSuite Help, Usage Import, no date shown). For automated feeds, the SuiteBilling Enhancements SuiteApp lets you “create usage records using a RESTlet” (NetSuite Help, SuiteBilling Features Provided by SuiteApps, no date shown).

When migrating by CSV, import in Oracle’s order: subscription plan, price plan, price book, subscription, subscription line, change order, usage (NetSuite Help, Subscription Billing Import Type, no date shown).

Step 10: Process change orders

Change order types are Activation, Modify Pricing (tiers, rates, uplift, discounts and quantity), Suspend, Reactivate, Renew and Terminate. Changes take effect at the start of the effective date, except Terminate, which takes effect at the end of the day, and you can have only one change order of a type per line per date (NetSuite Help, SuiteBilling Change Orders, no date shown).

For an upsell, open the subscription, click Modify Pricing, set the effective date, choose a Modification Type, which only sets the analytics revenue impact (New or Churn, Upsell or Downsell, or Ignored), and check Apply on the line. Mid-period changes are prorated, and Use Off-Cycle Invoice for Advance Charges invoices the difference now (NetSuite Help, Modifying Pricing, no date shown).

ASC 606-10-25-12 treats a modification as a separate contract only when distinct goods or services are added at standalone selling prices (FASB ASU 2014-09, May 2014). The change order records billing; the revisions preference and ARM merges decide the accounting.

Step 11: Run rating, billing and the revenue close

Saving a change order starts a rating run. To rate or bill on demand, go to Transactions > Billing > Process Billing Operations, and schedule runs at Transactions > Billing > Schedule Billing Operations (NetSuite Help, Managing Rating Runs, no date shown). Operations can’t be scheduled after the 28th, and one operation processes up to 100,000 lines (NetSuite Help, Bill Runs and Credit Memo Runs, no date shown). At month end, create revenue recognition journal entries, reclassify deferred revenue, recalculate forecast plans, and save the Deferred Revenue Waterfall report (NetSuite Help, Revenue Recognition for SuiteBilling, no date shown).

Common mistakes and how to fix them

  • No revenue elements. Subscription lines create none while ARM in Configuration Mode is enabled. Disable it before go-live (NetSuite Help, no date shown).
  • Merge errors on usage lines. Set Allocation Type to Exclude on usage, prepaid and overage items (NetSuite Help, no date shown).
  • Usage loaded twice. Usage charges can’t be deleted after rating, only voided (NetSuite Help, no date shown). Use unique External IDs on CSV imports to stop duplicate loads.

Limitations of the native feature

SuiteBilling does not bill physical inventory. The subscription interface has a 200-line limit, beyond which loading slows (NetSuite Help, Maximum Limit on Lines, no date shown), and billing operations cap at 100,000 lines. Key preferences cannot be reversed. Each usage record must name its subscription, so mapping raw events to subscriptions happens outside NetSuite.

When companies add a third-party tool

Some teams keep billing in NetSuite and add a SuiteApp such as Zone & Co’s ZoneBilling, which its vendor says handles usage from multiple sources and amendments without a new record per change (Zone & Co, September 17, 2026; vendor sells ZoneBilling). Others bill in a standalone platform: Chargebee documents “a one-way integration of sales invoices from Chargebee to NetSuite” every 24 hours (Chargebee, no date shown; vendor sells the product). Our guide to accounting software for subscription and usage-based billing compares the approaches.

How we researched this

We read the Oracle NetSuite Help Center topics for SuiteBilling setup, plans, price books, billing accounts, change orders, usage, billing operations and revenue recognition, plus NetSuite’s product page and FASB ASU 2014-09. We checked every source on November 4, 2026.

Frequently asked questions

Is SuiteBilling included in the NetSuite base license?

No. NetSuite sells SuiteBilling as an add-on module within the annual license, and your account representative must provision it. Oracle does not publish its price.

Do I need Advanced Revenue Management with SuiteBilling?

If you report under ASC 606, yes in practice. SuiteBilling bills, while ARM recognizes revenue, and the default revenue rules for subscription lines are ARM rules.

How do I import usage into SuiteBilling?

Use Import CSV Records with the Usage record type, entering subscription, quantity and usage date for each row. The SuiteBilling Enhancements SuiteApp adds a RESTlet for automated feeds.

How does SuiteBilling handle a mid-term upsell?

You save a Modify Pricing change order with the new quantity or price and an effective date. NetSuite prorates the change, and you can invoice it off cycle. ARM treatment depends on the Create Revenue Elements for Subscription Revisions preference.
